It does take a bit more cards in the hand to make use of, and some decks won't be able to take advantage of that because of how important a singular card in the hand can be for them, but for the decks that can make use of it should maybe give it a shot. With that in mind, having a card like this that allows you to put out monsters and do things with them without having to use your Normal or Pendulum Summons means that, if it's being used well in the right situations, lets you put out more things to use with and play with combos that ultimately increase your card advantage, or upturn what the opponent is trying to do. The Pendulum Summon is kinda like a Normal Summon in that it's a one-time (typically) action in a turn that moves into combos. But, this card isn't Astrograph, and what it's good at is putting monsters on the field. Of course, the card isn't good on the basis of advantage because, unlike Astrograph, it's not increasing your overall card-count and turning break-even plays into gained advantage. In cases, like say a Metalfoes destruction, the overall combo is a break-even that just changes the positions of the cards in your hand. It's a little inaccurate to call this a -1, as that depends on the interactions it's used in.
